Charges approved after repeat violent offender assaults Transit Police officer

HIGH-RISK violent offender, Shakwan David Kelly, 30, has been arrested by Transit Police and a charge of assaulting a peace officer has been approved by the BC Prosecution Service.

On August 27, at 5:30 p.m., a police officer with Metro Vancouver Transit Police approached Kelly to discuss his open use of illicit drugs outside of Waterfront SkyTrain Station in Vancouver. During the interaction, Kelly allegedly charged at the police officer, striking him in the face and body. The officer used a Conducted Energy Weapon (CEW), but with no effect.

Kelly fled on foot, but was arrested a short distance away with the assistance of Transit Security Officers and Vancouver Police Department police officers. The Transit Police officer who was attacked suffered minor physical injuries and was treated at hospital

Kelly is a designated high-risk violent offender, currently on probation for a string of violent stranger assaults in 2024.

He remains in custody until his next scheduled court appearance.
