Ontario man sentenced for 2022 Surrey homicide of Juvraj Jabal

AN Ontario man has been convicted and sentenced for a 2022 shooting in Surrey that left a man dead, and a woman seriously injured.

On February 8, 2022, Surrey RCMP responded to a report of a shooting in the area of 168 Street and 104 Avenue. Officers attended and located two victims inside a vehicle suffering from gunshot wounds. The two victims, a 20-year-old woman and a 24-year-old man from Surrey, were rushed to the hospital for serious injuries. While the woman survived the shooting, the man who was later identified as Juvraj Jabal, succumbed to his injuries in hospital.

The Integrated Homicide Investigation Team (IHIT) took conduct of the investigation and worked closely with Surrey RCMP, the Integrated Forensic Identification Service (IFIS) and BC Coroners Service. It was determined that the shooting had occurred in the 10200-block of 170A Street in Surrey, in close proximity to an elementary school.

Following an extensive investigation, IHIT investigators identified Yusuf Kontos, then 23 years old, as a suspect in the homicide.

On January 23, 2024, Kontos was arrested in Richmond Hill, Ontario, and was subsequently charged with one count of first-degree murder for the homicide of Jabal and one count of attempted murder in relation to the female survivor.

On September 18, 2025, Kontos was convicted of manslaughter with a firearm for the shooting of Jabal, and aggravated assault for the shooting of the female survivor.

On September 26, Kontos was sentenced in BC Supreme Court to 12 years in prison for the manslaughter, and 8 years for the aggravated assault.

“Working in partnership with our policing counterparts in BC and Ontario, IHIT relentlessly pursued all investigative avenues which led to the identification of Mr. Kontos,” says Sgt. Freda Fong of IHIT. “As the court proceedings come to an end, we wish for closure upon the victim families.”
