ON November 3, 2022 at 10:14 p.m., Surrey RCMP were notified of a patient suffering from gunshot injuries at Surrey Memorial Hospital. Police found 24-year-old Pawandeep Chopra of Surrey in critical condition.
Two days later, Chopra succumbed to his injuries. The Integrated Homicide Investigation Team (IHIT) took conduct of the investigation and worked closely in partnership with Surrey RCMP, BC Coroners Service and the Integrated Forensic Identification Section (IFIS).
As a result of extensive work completed by IHIT in partnership with Surrey RCMP’s Serious Crimes Unit, on October 3, 2023, charges of first-degree murder and conspiracy to commit murder were laid against three men:
* 24-year-old Lascel Tyndale of North York, Ontario
* 22-year-old Segovia-Sanhueza of Brampton, Ontario
* 25-year-old Terry McDonald of Abbotsford, B.C.
“This was a complex investigation that spanned multiple provinces,” said IHIT Sgt. Timothy Pierotti. “IHIT would like to thank its partners at the Surrey RCMP, West Kelowna RCMP, Peel Regional Police Service, and the Canada Border Services Agency (CBSA) that assisted throughout the investigation.”
As this investigation is now before the courts, IHIT said it will not be able to provide any further details.
In May 2018, a report titled “Vancouver Police, CFSEU-BC deal huge blow to violent Lower Mainland crime group of Taqdir Gill,” in The VOICE said that seven arrests were made and charges against them were approved by Crown Counsel as part of Project Temper – a combined effort to tackle an increase in targeted violence in the Lower Mainland. One of them was Pawandeep Chopra, then 20, who was charged with possession of a loaded restricted firearm at the time.
In July 2021, a report titled “Vancouver Police-led taskforce results in convictions against Metro Vancouver gangsters” in The VOICE said that one of those convicted in Project Temper was Pawandeep Chopra.
Earlier this year, on May 25, McDonald and another man facing firearms-related offences were released on bail by the courts. Their release conditions included electronic supervision (ankle monitor), full time house arrest and residing at a designated location. The following day, Surrey RCMP received a report that both men had removed their ankle monitors and left their court mandated residence.
On June 7, Surrey RCMP Strike Force Target Team with the assistance of the Integrated Lower Mainland Emergency Response Team arrested McDonald in the Fleetwood area of Surrey.
McDonald has been convicted for various offences and faces other charges in the courts.
