IN December 2024, Burnaby RCMP’s Prolific Offender Suppression Team (POST) arrested six men in relation to a two-month long mail theft series investigation.
On November 26, 2025, BC Prosecution Service approved 25 charges against five men.
The charges are as follows:
Jake Dela Cruz Capinpin, 36, Terrence Mathew Ugang, 25, Flaviano Uayan Dalura, 31, were each charged with two counts of break-and-enter and two counts of theft of mail.
Jaymarc Sibal Malana, 31, was charged two counts of break-and-enter and two counts of theft of mail, two counts of possession of property obtained by crime, one count of forgery, one count of possession of ID documents, and one count of possessing a forged document with intent.
Christopher Steven Santos, 30, was charged with two possession of property obtained by crime, one count of forgery, and one count of possession of ID documents.


“These types of investigations can be extremely tedious and very detailed,” said Sgt. Jamie Belleville with Burnaby RCMP’s Prolific Offender Suppression Team. “I am very proud of our Prolific Offender Suppression Team for getting this investigation to this point.”
The file is now before the courts.
