THE BC Prosecution Service (BCPS) announced on Thursday that senior Vancouver lawyer Claire Hatcher has concluded her charge assessment as a special prosecutor involving an investigation being conducted by the Upper Fraser Valley Regional Detachment of the RCMP into allegations against Maple Ridge city councillor Ahmed Antar Yousef Mohamed.

On May 16, the BCPS had announced Hatcher’s appointment, and that a number of charges had been laid against Mohamed. Hatcher has now completed her charge assessment into a related investigation involving Mohamed.

On January 15, 2026, on Port Coquitlam provincial court file number 113029-1K, Mohamed has been charged with three counts of sexual assault. On Port Coquitlam provincial
court file number 113030-1K, he has been charged with one count of sexual assault involving a different complainant. The first appearance on these matters is on February 12 in Port Coquitlam provincial court.

The appointment of a special prosecutor is intended to avoid any potential for real or perceived improper influence in the administration of justice considering the nature of the allegations and the identity of the accused as an elected public official, the BCPS said.

Hatcher is a senior Vancouver lawyer in private practice. Her mandate includes providing legal advice to investigators as may be necessary, conducting any related charge assessment, and assuming conduct of the prosecution if any charge was approved.

“As these matters are now before the court neither the Special Prosecutor nor the BCPS will be releasing additional information or commenting further at this time. There are publication bans in effect in relation to these court files,” the BCPS said.
