THE Vancouver Police Department’s investigation into the April 26 mass casualty incident at the Filipino Lapu Lapu Festival has resulted in additional second-degree murder charges against the alleged driver of the vehicle used in the incident.

Three additional charges were laid against Kai-Ji Lo on Tuesday morning, bringing the total number of counts to 11.
