Independent investigation confirms police acted lawfully in Downtown Eastside arrest

AN independent investigation that spanned more than three years and included 36 eyewitnesses has concluded that Vancouver Police were not criminally responsible for the death of a man who went into medical distress following an August 2022 arrest in the Downtown Eastside.

“I recognize the ongoing pain and tremendous loss the family of Chris Amyotte has experienced. On behalf of the Vancouver Police Department, I would like to express our deepest condolences to the family,” said Deputy Chief Constable Howard Chow, who commands VPD’s Investigation Division, on Friday.

The findings, released on Friday by the Independent Investigations Office, confirm that multiple factors contributed to the 42-year-old man’s death as detailed in the report – but that the actions of police did not inflict any injuries that caused his death.

“These officers followed their training and acted within their legal authorities,” said Chow. “This three-year investigative process has been difficult for the family of the man who died, and for the officers who have been under investigation. We appreciate the IIO’s diligence in seeking the truth, and we extend our continued condolences to everyone impacted.

“The months that followed this incident led to speculation and public commentary about how the man died, along with serious allegations against the officers involved.

“Out of respect for the IIO’s process, we have been unable to share more facts about the case until now. This process has demonstrated why it’s important to allow a thorough investigation to take place, that provides answers for everyone involved.”
