SURREY City Council on Monday directed staff to file notices on title on three Surrey properties where significant construction work was completed without the required permits.
All three properties had multiple unpermitted dwelling units, including one property with six self-contained dwelling units and bedrooms rented individually.
“No one should profit from unpermitted construction,” said Surrey Mayor Brenda Locke. “Despite repeated enforcement actions and guidance from City staff, the owners proceeded without permits and built units that had not been inspected by the City for safety. That is unacceptable. The City continues to take a firm stance against illegal construction to ensure the safety of our residents always comes first.”
12439 72 Avenue:
- Two-storey addition, approximately 25 feet by 39 feet
- Six self-contained dwelling units. Five of the six units have three or more bedrooms
- Several bedrooms were rented individually, and many had their own lock as spaces were shared among multiple people
- The garage was converted into a habitable space and a deck was enclosed
- Bylaw officers and building inspectors attended the property multiple times beginning in 2019 and found construction had continued despite a stop work order. No building permits have been issued for the work described above
According to the Corporate Report: “In or around November 2005, Mohammed Maqsood Sheikh and Saman Rukh (collectively, the “Owners”) purchased the Property. They remain the registered owners of the Property.”
6770 128B Street:
- Two-storey addition with two self-contained dwelling units and a laundry room
- Both units were occupied at the time of inspection
- After a complaint in 2024, bylaw officers and building inspectors attended the property. A stop work order was posted. After repeated visits and enforcement efforts by officers and inspectors, construction continued. No building permits have been issued for the work described above
According to the Corporate Report: “In or around October of 2024, Hari Singh and Sunpreet Kaur purchased the Property (collectively, the “Owners”). They remain the registered owners of the Property.”
13050 Pekin Place:
- Two-storey addition and three self-contained dwelling units
- Units included kitchens, bathrooms, and bedrooms/living areas
- Bylaw officers and inspectors attended the property multiple times starting in 2021 and found construction had continued despite a stop work order. No building permits have been issued for the work described above
According to the Corporate Report: “In or around July 2021, Jagjit Singh Sanghera, Jasveer Kaur Sanghera and Harpreet Singh Sanghera purchased the Property. In or around January 2026, Jagit Singh Sanghera was removed from title and replaced with Arshdeep Kaur Gill. Jasveer Kaur Sanghera, Harpreet Singh Sanghera and Arshdeep Kaur Gill (collectively the “Owners”) remain the registered owners of the Property.”
A notice on title under Section 57 of the Community Charter is a legal measure used by a city to inform the public, including potential purchasers, about unpermitted structures on a property that were built without the necessary permits and inspections.
