THE City of Delta on Tuesday announced the creation of the Free Child and Youth Recreation Pass (also known as the Youth and Kids Pass), making access to recreation opportunities free for residents 18 years of age and under.
Starting April 1, 2025, the new pass will provide Delta children and youth under the age of 19 with free access to drop-in activities and all Parks, Recreation and Culture facilities, expanding upon the Youth Admission Pass currently available to Delta youth between the ages of 10 and 18.
The Youth and Kids Pass will be implemented as part of the 2025 Consolidated Fees and Charges Bylaw, which received initial readings by Council on December 2 and will be considered for final adoption at the December 16 regular meeting.
“We are extremely proud to extend the benefits of our Free Child and Youth Recreation Pass to all Delta residents under the age of 19,” said Delta Mayor George V. Harvie. “It is extremely important that the high-quality services and facilities that Delta is renowned for remain accessible to our youth so they can live active, healthy, and social lives without financial barriers.”
Along with the Youth and Kids Pass, the new bylaw updates both admissions rates and parks and facility fees to support operating costs and streamline service, while bringing Delta more in line with similar municipalities. Some of the other highlights coming to Parks, Recreation and Culture as part of the updated Fees and Charges Bylaw include the reintroduction of a 10-use Flex Pass, reduced Annual Pass fees, and expanded non-Delta Pass offerings.
In addition to the updated rates, which will support the continued operation of Delta’s existing parks and facilities, the City is also prioritizing the construction and development of state-of-the-art projects like the Winskill Renewal Project, Seaquam Track Renewal, Ladner Indoor Training Facility, and the Annieville Park Master Plan implementation. These and future investments will ensure the growing community has access to high-quality recreation facilities for years to come, the City says.
The Consolidated Fees and Charges Bylaw comes as part of a broader City of Delta effort to update and streamline fees across the organization, centralizing most fees in a single bylaw for easier reference, and ensuring Delta remains in step with neighbouring municipalities. Updated fees for other Delta Services will take effect on January 1, 2025, with changes for Parks, Recreation and Culture beginning on April 1, 2025.
