Surrey Council to vote on $65M contract for Chuck Bailey Recreation Centre expansion

SURREY City Council on Monday will consider awarding a construction contract valued at $65.5 million to Smith Bros. & Wilson to renovate and expand Chuck Bailey Recreation Centre.

“By investing in major upgrades to the Chuck Bailey Recreation Centre, we’re strengthening the heart of our community,” said Surrey Mayor Brenda Locke. “These enhancements will elevate the quality of services and amenities for residents in Whalley and throughout Surrey. I’m thrilled that patrons will soon enjoy a vibrant, inclusive space offering diverse programs in recreation, sports, arts, and culture—designed to support healthy living and community connection for years to come.”

If approved, construction is planned to begin November 2025 and is estimated to be completed in late fall 2027.

Renovations include upgrades to the seniors’ café and lounge, billiards room, and the addition of three new childcare spaces on the second floor. Program spaces affected by the renovations would be temporarily closed and relocated to the North Surrey Sport & Ice Complex and Bridgeview Community Centre.

The expansion would add 38,750 square feet of new space, including a second gymnasium, fitness centre, fitness studio, multipurpose rooms, learning kitchen, community living room and enhanced outdoor spaces.
