Former Surrey school teacher Mukhtiar Panghali, who killed his pregnant wife in 2006, now granted full parole

MUKHTIAR Singh Panghali, former physics teacher at Princess Margaret secondary school, who strangled his pregnant wife of nine years Manjit Panghali to death on October 18, 2006, and then burned her body on a remote beach along DeltaPort causeway in South Delta, has now been granted full parole by the Parole Board of Canada.

The Board has imposed strict conditions on Panghali, now 51. He is not to contact his wife’s family or their daughter without written permission from his parole supervisor. He is to keep away from alcohol and drugs. He must also report any relationship or friendship with females. He has to follow a treatment plan in the area of domestic violence, emotions management, and healthy relationships.

Last year, Board had granted Muktiar Panghali six months of conditional day parole that was to be served in a community correctional centre. He had participated in 50 escorted temporary absences and some unescorted leaves to visit family and there had been no issues, the Board had noted.

The Board had also noted that reports indicated that he had expressed deep regret for his “regressive and rather archaic attitudes and beliefs about marriage and intimate relationships.”
