A new extreme weather shelter is open in North Delta to help provide temporary shelter services for vulnerable citizens in the community during periods of extreme winter weather.
As part of Delta’s response to homelessness, the City of Delta staff worked in partnership with New Hope Church, the Homelessness Services Association of BC, BC Housing and Phoenix Society to establish a North Delta extreme weather shelter. Now open, the shelter is operated by Phoenix Society. With COVID-19 public health restrictions, the new shelter will be able to accommodate a maximum of 15 guests per night.
Similar to the Ladner extreme weather shelter, the North Delta shelter will be open nightly when an extreme weather alert is activated by the BC government during the period from December 2021 to March 31, 2022. Extreme weather alerts are typically issued when temperatures are forecast to be below zero or when high winds and/or heavy rainfall are expected.
Delta Mayor George V. Harvie said: “I am extremely pleased to see a new extreme weather shelter established for our North Delta community. Creating a North Delta shelter has been a key priority for Delta Council to help address homelessness and support vulnerable residents with temporary, emergency shelter. I very much appreciate the dedicated work of City staff and the leadership of community partners, including New Hope Church and Phoenix Society, for helping us bring this important service to North Delta.”
The North Delta extreme weather shelter is a provincially-funded initiative, with the City providing additional start-up funding for shelter goods and infrastructure to ensure New Hope Church can safely and effectively accommodate the extreme weather shelter program.
Located on the border of Delta and Surrey, New Hope Church is also in close proximity to the Scott Road corridor and public transit.

In addition to the establishment of an extreme weather shelter in North Delta, in 2021 the City supported a city-wide response to homelessness through the following activities:
- Provided extreme weather shelters with annual seed/supplemental funding;
- Received provincial funding to expand Mobile Outreach Team services to Delta’s unhoused and those at-risk of homelessness and conduct a study on homelessness in Delta; and
- Conducted an update of the City’s Social Action Plan, which includes concrete actions to address homelessness in Delta.
