SURREY RCMP on Monday announced an arrest and charges against a man in connection with a 2017 shooting which injured an innocent bystander.

On July 9, 2017, just after 3:30 p.m., Surrey RCMP responded to a shooting in the 7600-block of 147A Street in the Newton area of Surrey. The Surrey RCMP Serious Crime Unit took conduct of the investigation and has continued to gather evidence over the past two years.

Investigators believe that this was a targeted incident related to the Lower Mainland Gang Conflict, and the victim in this shooting was not the intended target. The victim was an innocent bystander, a 62-year-old woman, who was visiting Surrey from Ontario.

This was a complex investigation which drew upon Surrey RCMP’s partnerships with a number of policing agencies. The Combined Forces Special Enforcement Unit (CFSEU), and the Kelowna and Vernon RCMP, worked in a coordinated effort with the Surrey RCMP to advance the investigation.

Back in July 2017, The VOICE had reported that investigators believed that those who had been targeted fled in a black Hyundai vehicle.  The Hyundai was last seen with front-end damage; the bumper had fallen off.  The suspects were seen driving away in a red pick-up. Moments later, police received reports of a red pick-up on fire in the 9000-block of 150th Street. Witnesses reported that two males were seen fleeing the area. Surrey RCMP Serious Crime investigators believed that this was a targeted event between two parties that were known to each other in some manner. 

Shortly after 1 p.m. on December 11, 2019, 22-year-old Abd’l Malik Loubissi-Morris of Vancouver was arrested in Richmond.

Abd’l Malik Loubissi-Morris has been charged with: attempted murder, use firearm in the commission of an offence, aggravated assault, and discharging a firearm with intent. He is currently remanded in custody and is scheduled to appear in court on Thursday, December 19.

“To have an innocent person injured in our city as a result of gang violence is completely unacceptable,” said Investigative Services Officer, Superintended Elija Rain. “The Surrey RCMP remain committed to gang prevention and strategic enforcement targeting gang activity in collaboration with our law enforcement and community partners.”

Although Loubissi-Morris has been charged in relation to this shooting, the investigation remains active with the possibility of more arrests and further charges.

As the matter is now before the court there will be no further comment on the circumstances of the offence or the personal history or circumstances of the accused, police said.
